Communication, Coordination, & Collaboration

See Understand Act

Using technology when responding to disasters today can be challenging. Your focus should be on saving lives, property, and your community not on your technology. Our 20 years of experience has helped first responders and organizations SEE, UNDERSTAND, and ACT first by providing effective communication, coordination, and collaboration tools. Our C3 suite of tools, listed below, allows you to easily focus on what is important.

Alerting

When managing a crisis, either in the field or the EOC, it is easy to miss critical information. With the COBRA Alerting tool, users have the ability to easily send alert messages to other users, groups of users, or to an assigned position.

Features
  • COBRA Alerting sends notifications about resource or help requests, critical information, and important information updates
  • COBRA Alerting tracks who received a message, when the message was reviewed, and if a user has not yet received the alert
  • COBRA Alerting sends messages within the COBRA application, as well as through recorded voice phone calls, SMS text, or your corporate email server

Chat Messaging

COBRA provides a way to chat with other users without using outside chat message programs. COBRA Chat tool allows owners to create rooms and share information with chosen user groups, or with all users, in real time. You no longer need to install new or unsupported chat programs. Just open COBRA Chat and start discussing.

Features
  • COBRA Chat is a standard feature. No need for additional or unsecure chat application
  • COBRA Chat allows all users to choose their own chat groups
  • Owners can decide what chat rooms to create and who can access specific chats

Role-Based Permissions

COBRA provides complete control over your data. COBRA allows owners to assign role-based permissions to users allowing them to see as much or as little information as they need, based on their function in the EOC.

Damage Assessment Reporting

The Damage Assessment tool allows users to conduct windshield assessment reviews of storm or incident damage and add information into the COBRA system. All data is geolocated and placed on a map, allowing users to capture details of property ownership, insurance details, and estimated value and dollar damage incurred.

Users also have the ability to add pictures, videos, pdf files, and other documents needed to provide proof of damage.

Other features include
  • Tablet, Smartphone, or laptop field friendly
  • Post Incident Financial and Structural Loss Documentation
  • Instantly synchronize damage reports to your headquarters
  • Automatically geolocate information on a map
  • Attach unlimited videos and pictures to a report
  • Quickly summarize total damages from an event
  • Easily share with Excel and Google Earth export
  • Customize damage assessment settings

Request Manager

The COBRA Request Manager feature easily assigns Resource Requests, Information Requests, Assistance Requests, and Task Requests to users or positions for rapid action. Resource requests include NIMS typing definitions, resource cost tracking, and user/position assignments. Assignees receive an alert through phone, SMS text, email, or system popup informing them of the assignment.

Requesters can
  • Assign Request by Position or User Name
  • Set location of needed resource and display information on a map
  • Set due dates for historical reporting
  • Track requests through the entire lifecycle of approval
  • Provide rapid priority and status changes of requests

Resource Tracking (COBRA Trackers)

COBRA uses portable tracker devices the size of an average cell phone to provide people and equipment asset tracking. COBRA Trackers track the movement of personnel and equipment in real time as they deploy to the incident or enter an incident hotzone. Each tracker works on the 2G cellular network and are battery or USB powered.

Features
  • Sends GPS data over the 2G cellular network to the Emergency Operations Center and Incident Command Post
  • Custom assignable to vehicles who are arriving to an incident
  • Mobile enough to give to first responders entering into an incident location
  • Viewable in Google Earth
  • Optimizes deployment of response resources
  • Provides enhanced accountability
  • Available as a tailored package for vehicle fleets

CBRNE Sensor Integration
and Monitoring

COBRA has an extensive and proven history of integrating sensors from different sensor companies and types. Using an open architecture for connecting to different systems the COBRA API allows easy ingesting of sensor data into easy to read formats in COBRA.

COBRA is sensor agnostic and works with most sensors. Examples of current deployed detectors integrated with COBRA include (but are not limited to) the list below.

Features
  • Thermo Scientific RadEye Personal Radiation Detectors with firmware version 3
  • Thermo Scientific SPRD
  • AirSense Analytics Gas Detector Array (GDA)-2 firmware version 2.55
  • Mirion Technologies SpiR-ID firmware version 1.3.5 radiation
  • Mirion Technologies Backpack

A Robust API

Our COBRA API is able to provide an existing sensor network vendor with the appropriate integration points for sending data in to the COBRA system or can replace the sensor integration system with direct links from existing sensors to the COBRA system.

COBRA is particularly well-suited for multi-sensor integration and risk analysis, providing essential, timely information to support decisions made on-scene by an incident commander.

COBRA provides real time location and status information regarding sensors and automatically alerts you when a sensor alarms at any time.

COBRA Drone

Receiving accurate and up to date images and information is critical to successful emergency management. Dynamis’ COBRA Drone tool utilizes the latest in drone technology to enhance onsite incident planning, management, and control. Using COBRA Drone tools, operators can coordinate and operate drones throughout the incident area and broadcast that information back into the COBRA system providing unprecedented site mapping and imaging.

Features
  • PRD Sensor readings displayed on dashboard
  • Shares PRD readings and data via mapping tools
  • Automated GPS Photo Tagging and Reporting
  • Uses cellular system to track Sensor Readings and GPS Data
  • Integrates with Threat Plume and Hazard Mapping
  • Works with Counter-Drone sensors as well

The Most Powerful Drone Available

The COBRA Drone tool embeds drone imagery into COBRA’s GIS mapping feature, giving up to date, high quality images of the scene, assisting emergency managers and responders to better plan and distribute resources across the incident site. Drone images are also used to create full, 3D image modeling of an incident site allowing incident managers and responders to conduct full terrain analysis and planning which in turn greatly enhances site control and contingency planning.

The COBRA Drone tool also allows for capturing Personal Radiation Detector (PRD) sensors and embedding this information into the COBRA incident, allowing COBRA users to safely and remotely identify hazmat sources.

Dynamis personnel are fully licensed part 107 FAA-certified commercial drone operators and are ready to assist emergency management personnel and managers with the latest technology to save lives during a crisis.
